Job Summary:

Directs the development and implementation process of a company’s services involving departmental or cross-functional teams focused on the delivery of new or existing projects. Plans and directs schedules and monitors budget/spending. Monitors the project/program from initiation through delivery. Organizes the interdepartmental activities ensuring completion of the project/program on schedule and within budget constraints. Selects, develops and evaluates personnel to ensure the efficient operation of the function.

Accountabilities:
Leads the operational and tactical activities for one or more programs.

Develops and implements processes and procedures to achieve strategic technical goals of multiple programs.

Directs and guides managers, and staff with training and developing process improvement initiatives to ensure compliance with company and government standards.

Engages in writing publications and developing proposals for new programs.

Provides technical expertise with monitoring and evaluating programs and serves as primary decision maker for technical issues on project/program.

Oversees the strategic direction, budgetary planning, and technical process of department to ensure business objectives are met.

Identifies and consults with executive management on recommendations to make better business decisions.

Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

Education:
Master’s Degree or its International Equivalent • Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

Experience:
Typically requires 10+ years of project management experience within a relevant area.

Articulate, professional and able to communicate in a clear, positive manner with clients and staff.

Must be able to read, write and speak fluent English.

Typical Physical Demands:
Typical office environment.

Ability to sit and stand for extended periods of time.

Ability to lift 5-50 lbs.

Technology to be Used:

This position will be based in El Salvador – in San Salvador or field offices in the project’s target departments – and is contingent upon award.
Project Description
The anticipated project will seek to reduce irregular migration by increasing access to safe, inclusive, quality education and better preparing Salvadoran children and youth to be economically productive citizens. Activities will increase student retention and reduce dropout at critical inflection points by expanding safe school environments, increasing community support for education, and strengthening institutional capacity to provide educational services including psychosocial support and flexible education modalities. Additionally, the project will work to build the capacity of the Salvadoran higher education sector and better connect the higher and basic education sectors to promote sustainable education development. Additionally, the project will build subrecipients’ capacities to directly respond to the development problems prioritized by the USAID Mission in El Salvador.
Position Description
TheDeputy Chief of Party, Technicalworks in close coordination with the Chief of Party and is responsible for managing the quality and timeliness of the project’s overall technical workstream. S/he will supervise the M&E Director and technical team, liaise with technical partners, relevant national stakeholders, beneficiaries and the donor, as needed.

Job Summary/Responsibilities
Coordinate closely with the Chief of Party (COP) on all technical matters; provide support to the overall leadership and management of the project

Coordinate planning process to ensure strategic and cohesive program direction

Oversee technical outputs (activities, strategies and deliverables) of all implementing partner organizations through regular field visits and facilitate regular technical meetings for all partners

Develop and oversee a local partner capacity building activities, including technical, managerial and governance capacities.
Oversee project monitoring and evaluation activities in collaboration with the M&E Director to build and implement a cohesive data collection, aggregation and reporting strategy with local partners
Provide guidance to technical staff, ensure clear roles and responsibilities and maintain clear lines of communication with project team members

Collaborate with in-country technical advisors and headquarter-based technical staff to ensure the project is implemented according to organization and industry best practices, program framework, and regulations
Lead the process of preparing timely and accurate donor reporting;
Represent the project in technical meetings, conferences, and coordination platforms representative in the absence/temporary leave of the COP
Serve as the primary technical program representative in the absence/temporary leave of the COP

Required Qualifications
Master’s degree in education, social sciences, or related field
Minimum of 10 years of progressively responsible technical management experience in support of large-scale international development programs, preferably in El Salvador or the region
Proven technical leadership in USAID-funded projects preferred

Ability to build positive working relationships with local communities, government officials, and donor representatives
Ability to analyze and establish effective cross-program coordination, procedures, and management systems

Demonstrated ability in complex environments, working across different cultures, and managing diverse teams to deliver impact within agreed timelines
Experience in the education sector in El Salvador or the region strongly preferred.
Fluency in Spanish required; fluency in English preferred.
